BASIC FUNCTION
The Manager of Directly Operated Programmes reports to the Director of Children’s Early Years and is responsible for overseeing all licensed child care programmes that are directly operated by the Corporation of the County of Wellington. This position is responsible for ensuring that the highest level of quality beyond legislative requirements is maintained at all times across all Directly Operated licensed child care programmes. This includes ensuring legislative compliance, consistency in philosophical approach for early learning and child care, policies and procedures, curriculum, programme evaluation and administrative documents. This position is responsible for staff recruitment, training, team building, performance management, and providing leadership in child care initiatives. Duties include but are not limited to administrative and financial duties, liaising with community agencies and committees, building tenants and contractors, and adhering to the College of ECE’s Standards of Practice and Code of Ethics.

PRINCIPAL RESPONSIBILITIES
- Coach and mentor centre supervisors in all aspects of service delivery.
- Facilitate monthly meetings with the supervisory team and participate in programme meetings as needed.
- Support and actively participate in the development and implementation of strategies outlined in the Child Care and Early Years’ Service Plan within the County’s role as Consolidated Municipal Services Manager.
- Ensure all relevant provincial and municipal legislative and contractual requirements are maintained at all times.
- Assist in the monitoring of contracts and budgets as they pertain to Directly Operated Programmes.
- In consultation with the Director, establish policies, procedures, guidelines, and new initiatives to be implemented throughout the Directly Operated Programmes.
- Ensure processes are in place to respond to all consumer inquiries, complaints, emergency situations and potential disruptions to service and attend to them efficiently to ensure service continuity.
- Supervise and take immediate action to rectify any issues related to non- compliance of the Child Care and Early Years Act, 2014 and act upon any issues that jeopardize the safety or well-being of children or staff.
- Upholding the College of ECE’s Standards of Practice and Code of Ethics and ensuring same from all staff.
- Effectively communicate with programme supervisors, team members, community professionals, agencies, and committees, providers, and public.
- Ensure the maintenance of all administrative systems including staffing, waitlists, enrolment, utilization rates, invoices, and Ontario Child Care Management System (OCCMS).
- Support programme supervisors in facilitating monthly staff meetings for programming and pedagogy, policy implementation, evaluation and problem solving, and attend meetings as needed.
- Visit each directly operated programme location at least once monthly, and as needed to ensure service standards are being maintained.
- Attend ongoing professional development, workshops, conferences, and monthly managers’ meetings.
- Provide leadership in new initiatives and pilot project to support high quality child care and learning programmes in the child care community.
- Accurately complete applications and reports for grant funding.

MINIMUM QUALIFICATIONS
- Four-year university degree in Child Studies, Early Childhood Education, or a related discipline.
- Minimum five years of experience or equivalent in a supervisory capacity overseeing all aspects of a licensed child care centre.
- Previous experience in a supervisory or management role, preferably in Human Services, is required.
- Must be a Registered Early Childhood Educator in good standing.
- Excellent listening and communication skills.
- Knowledge of all federal and provincial legislation governing all areas of Child Care Services.
- Ability to complete reports and documents and maintain accurate records.
- Excellent communication, supervisory, presentation and problem-solving skills.
- Ability to communicate clearly and effectively both verbally and in writing.
- Ability to build and sustain positive professional working relationships.
- Ability to lead, support and mentor staff to promote a healthy working environment.
- Knowledge and understanding of Ontario’s Occupational Health and Safety Act.
- Ability to forecast potential issues and create mitigation strategies to avoid or effectively address issues.
- Ability to quickly and effectively respond to service delivery changes.
- Excellent knowledge of computers, software, programme, and databases.
- Valid driver’s licence (minimum G2 Class) and access to a reliable vehicle; flexibility of location is required.

Pay Range: $99,335.60 - $116,207.00 (2024 Non-Union Compensation Grid)

Medical Responsibility Time: Prorated and accrues at 0.5 days/month. Short Term Disability: 17 weeks coverage at 75% or 100% of pay, based on length of service.

Vacation: Accrues to start at three weeks/annum; increases based on length of service.

Parking: Provided; taxable benefit provisions apply.

Mileage: If applicable, as per CRA allowances.
