LETTER: Expertise needed when capping wells

Giving contract to the lowest bidder isn't always a recipe for success when dealing with orphan wells.

Re: Work to cap gas well near Diamond Valley to resume, Jan. 15 

It should be well known the Orphan Well Association typically gives work out to the lowest tender bid. This may speak to the success or failure of any project it oversees. 

Speaking of oversight, there is no administrative body above the OWA to ensure it makes good decisions. 

Do a search for "Old Salty" or "The Well From Hell" to find out that the energy regulator's success story of abandoning an extremely difficult orphan well on the Peace River in 2003 was achieved when it hired the best expertise for the job. 

How about paying for the proper expertise to tackle the Katana - British Dominion #3 well, and do it right this time instead of allowing this leak to continue for another few decades and face higher costs later?
