LETTER: Downtown hill is not a leash-free area

Dear Editor, 

I live within view of the hill at the east end and above McRae Street. I see some dog walkers who seem to feel the hill is a leash-free area. 

This morning, I witnessed a deer running wildly across the hill, followed by a large dog in hot pursuit. A man was frantically calling the dog, which eventually did come back. 

It was a display of idiocy in the midst of all the warnings of keeping dogs away from deer, but moreover of the infraction of walking a dog without a leash.
