I looked up what the current MAXIMUM SENTENCE is in Canada for drug trafficking. "The maximum sentence for drug trafficking depends on the type of drug involved. 1 For Schedule I and II drugs, which include substances like cocaine, heroin, and fentanyl, the maximum sentence is life imprisonment."
The second question is 40 mg a lot. "DEA analysis has found counterfeit pills ranging from 0.02 to 5.1 milligrams of fentanyl per tablet. However, this only applies to pill form and doesn't reflect the unpredictable nature of street drugs." So Pierre might slam a user who has 8 pills in the slammer for life.
