Also do some reading, banff (and Jasper for that matter) is listed in the provincial municipalities act, we pay all the same taxes and should get all the same funding as any other town in Alberta.

Fun fact - the Alberta government was so strapped for resources before the Jasper fire that parks Canada actually sent crews and teams over... Because your leader was to afraid to ask for the military (and guess what, yes, she asked for the aid (for the rest of the province) as soon as she could pretend like it was only because of Jasper). Ask anyone in wildfire, that place is just like AHS, severely undercut by her government.
